You can make a claim against an airline for
checked in luggage which has been delayed, damaged or lost.
For missing or damaged contents and damage luggage the
deadline for making a claim is 7 days within getting your
luggage.
For delayed or missing luggage the claim must be made 21
days after the flight.
Luggage will not be classed as lost until after 21 days. The
claim should be submitted as soon as possible after 21 days
has elapsed.
Securing compensation
The Montreal Convention makes the airline responsible for
checked in bags, but is limited €1,131.
If the value of your luggage is over the €1,131, you can
only make a claim for the full value of your luggage if you
have made a 'special declaration of interest in the delivery
of your luggage'.
